Valery Bugaenko was born in 1951.
He graduated from the Kharkov Higher Military Command and Engineering School, F.E. Dzerjinsky Military Academy where his major was radio space communication facilities, and Higher Course of the Military Academy, General Staff of Armed Forces of the Russian Federation.
From 1968 to 1999, Valery was in the services. His military rank is Lieutenant-General.
He served in Strategic Missile Troops and Military Space Forces occupying different engineering and command positions related with the organization of communications and control over space communication facilities.
In 1992, Valery Bugaenko joined the Central Executive Office of the Russian Ministry of Defense (Deputy Director, First Deputy Director, and Director of Department).
In 1997, he was appointed State Inspector of the Security Council of the Russian Federation and Counselor of the Economic Security Department, Security Council of the Russian Federation.
In 2000, Valery joined the Ministry for Communications and Informatization of the Russian Federation (Deputy Director and Director of the Communications and Informatization Control Department).
Valery Bugaenko has state and departmental awards.
He is married and has two sons.
