Tatarstan Ministry of Communications coordinated main provisions of “Electronic Tatarstan” draft complex informatisation programme. That was announced by the Republic Deputy Minister of Communications Farit Fazylzyanov.
According to him, during coordination process the draft was approved by the involved organizations, enterprises and state institutions. The Deputy Minister reminded that the programme will be submitted for approval to the republic ministry before the end of March this year. As reported before, the programme, planned up to 2010, is estimated in over 4.7 billion roubles, of which Russia and Tatarstan budget means are expected to make about 3 m roubles, the rest to be attracted from non-budget sources.
“Electronic Tatarstan” programme is planned to be realized in two stages. The first stage (2004-2006) the republic intends to adopt a package of laws necessary for creation a single authoritative informatisation body and for introduction of e-document turnover, development of e-commerce and fostering republic companies’ entrance to home and foreign infocommunication technology markets. Before 2006 the republic must introduce in an experimental regime e-document turnover in state and municipal authorities, establish points of collective access to infocommunication technologies, start creating e-trade system, and to improve the system of training specialists in the field.
At the second stage (2007-2010) Tatarstan will continue realising the projects launched at the first stage. In particular, there will be established a single scientific and educational network, an e-trade system for procurement for state needs, there sill be introduced a standardized e-document turnover and a system of provision for information security. To manage the programme realization, a special structure will be created with the republic Ministry for communications, its members will be heads of the interested republic state authorities, representatives of business and scientific circles, and higher education institutions.
