1. The problem contents and substantiation of the necessity of its solution by the Program means.

Development and wide application of information and communication technologies (here and below – ICT) is a global trend of the world development and scientific-technical revolution of the recent decades.  The ICT application is of primary importance for increasing of competitive ability of economics, expansion of its integration options into the world economic system, raising of effectiveness of state management and of local self-government.

An important result of ICT dissemination and their penetration into all social life area is creation of legal, organizational and technological contexts for development of democracy at the expense of actual securing of the citizens’ rights for free search, receipt, transmission, manufacture and distribution of information.

Despite ICT fast development tempos in the last decade, Russia failed to reduce its lagging behind the industrially developed countries in the level of informatization of society and economics. This has partially been caused by the general-economic reasons (long crisis in economics, low level of material well-being of the population majority). Simultaneously with that, the inadequate development of ICT in Russia is aggravated by a number of factors creating obstacles for a broad introduction and effective use of ICT in economics, development of production in ICT area. The number of such negative factors includes:

inadequate legal-normative base developed with no account of modern ICT options;

inadequate development of ICT in state administration area, non-availability of state-power structures to application of effective technologies of management and organization of interaction with the citizens and economic subjects;

absence of integrated information infrastructure and effective information support of the markets of goods and services, including in e-commerce area;

inadequate level of personnel training in creation and using of ICT;

barriers appearing in result of deficiencies in the economic activity regulation in the entrance of Russian enterprises and other ICT companies to the Russian and world markets;

high level of monopolization of communication networks creating barriers for their use and leading to the biases in tariffs policy.

The informatization processes are already active on all levels, many measures aimed at ICT development are implemented or planned for implementation within federal, regional or departmental programs.

FTOP “Electronic Russia 2002-10” (here and below - the Program) shall ensure formation of a legal-normative base in ICT area, development of information and TC infrastructure, form conditions for switching onto open information systems (including via the Internet), and ensure effective interaction of the state-power and local self-government structures with the citizens and economic subjects on the basis of broad introduction of ICT. In the process of the program implementation, general ICT development trends (basic principles, standards and typical solutions on various projects implementation) will be defined as one of the basic orientations of the country social and economic development.

2. Purposes, challenges, deadlines and phases of the Program implementation.

The basic purposes of the Program are creation of conditions for democratic development, raising of effectiveness of economics functioning, state administration and local self-government at the expense of introduction and mass dissemination of ICT, securing of rights for free search, receipt, transmission, manufacture and distribution of information, expanded training of ICT specialists and qualified users.

The Program implementation will allow to:

effectively use the intellectual and personnel potential of Russia in ICT area;

secure Russia’s harmonic joining of the world economics on the basis of economics and information openness;

overcome Russia’s lagging behind the developed countries in the level of ICT use and development;

ensure equal entrance of Russian citizens into the global information community on the basis of observation of human rights, including right for free search, receipt, transmission, manufacture and distribution of information, and right for confidentiality of any information protected by law and available in the information systems (IS).

In order to achieve the program purposes it is necessary to solve the following tasks:

form an effective legal-normative base in ICT area, regulating among other things the aspects of securing the information safety and realization of rights guaranteed by the RF Constitution;

raise effectiveness of interaction of state-power and local self-government structures both between themselves and with economic subjects and citizens on the basis of use of modern ICT;

secure conditions for raising the effectiveness and expanding the use of ICT in economic and social areas; 

raise the level of personnel training and retraining at the expense of improved education on the basis of ICT;

promote development of independent mass media by means of stimulating ICT introduction into their activity;

promote development of TC infrastructure and options of connecting to open information systems for the citizens and economic subjects, and to noticeably raise the quality of services rendered in this area;

form a single information and TC infrastructure that is necessary for improvement of work of the state-power and local self-government structures, enterprises and other institutions;

form conditions necessary for a broad use in Russia’s commodity markets of e-commerce mechanisms accelerating the promotion of goods (services), maintenance of steady reproduction, satisfaction of consumer needs and raising the effectiveness of management of the products supplies for the federal and state needs. 

The program purposes and challenges are defined with account of the Strategy of Russia’s social-economic development for the period up to year 2010, basic provisions of Okinawa Charter of the global information community adopted at the Group of Eight consultation on July 22, 2000 on Okinawa island, Conceptions of formation and development of a single information space of Russia and corresponding state-owned information resources, Doctrine of the Russian Federation information security.

First phase of the Program implementation (2002)

In the first phase, the prerequisites for the program measures implementation are being formed. This presupposes the analysis of legal-normative base with the purpose of revealing key problems opposing broad introduction of ICT, study of the level of informatization in economics, analysis of effectiveness of spending budget funds allocated for informatization, full account of state information resources, analysis of foreign experience in similar programs implementation and working experience in ICT of various institutions.

During the first phase, it is necessary to form monitoring systems:

world trends of ICT development and their use in social-economic area;

level of ICT advance in the country;

effectiveness of budget funds spending in informatization area;

effectiveness of use of ICT and information resources in state-power structures and state-financed organizations, their provision with technical means of information processing and communication means; 

effectiveness of the existing legal-normative base regulating use of ICT, including in social-economic area.

Together with formation of prerequisites for the Program implementation, its first phase envisages preparation of a package of draft laws oriented at solution of problems related to launching and dissemination of e-documents, development of e-commerce, lowering of administrative barriers for joining by Russian companies of ICT markets, harmonization of RF legislation in ICT area with provisions of international conventions and legislation of EU countries.

The pilot projects for transition to e-documents turnover in the state-power and local self-government structures, development of TC infrastructure and switching on to computer networks of the state-power, local self-government and state-financed structures, development of e-commerce system and maintenance of goods (services) markets, development of the system of training ICT specialists and qualified users will be implemented.

This will be accompanied by preparatory work and initiation of pilot projects of switching on to computer networks of the state-power, local self-government and state-financed structures, launching of public access nodes to the free-for-all information systems.   

The program of training and retraining ICT personnel for the state and municipal service, above all, from among employees of state-financed institutions, mass-media representatives, unemployed and socially unprotected citizens will be initiated.

Second phase of the Program implementation (2003-04)

The second phase envisages on the basis of conducted research, developed conceptions and formed legal-normative base the implementation of projects securing interaction of the state-power and local self-government structures with the citizens and economic subjects in taxation area, on aspects of execution of customs documents, registration and liquidation of legal persons, giving out of licences and certificates, preparation and presentation of report documentation envisaged by RF legislation on joint-stock companies, security market and product supplies for the federal and state needs.

The Program outlines the implementation of a complex of measures for ICT introduction in institutions of the state sector of economics with the purpose of creating a system of monitoring of their financial-economic activity, implementation of pilot projects of introduction of unified IS for defense industry.   The prerequisites for transfer of the state-owned advanced ICT to civil institutions, technoparks as the centers of innovation undertaking in ICT area will be launched.

This phase also envisages launching of a single informational and TC infrastructure for the state-power and local self-government structures, state-financed and non-profit companies, e-commerce systems in the area of product supplies for the federal and state needs and for public-access nodes to the free-for-all information systems.

A modern technical-material base for training in the country key education establishments of ICT specialists will be formed, and the number of their graduates will be boosted.

The available legal-normative base in ICT area will be further upgraded. Effort for promotion of Russian goods and services in ICT area will be further activated in the world market.

Third phase of the Program implementation (2005-10)

The third phase envisages launching of prerequisites for mass dissemination of ICT in all public activity areas on the basis of a single information and TC infrastructure and use of e-commerce system.

Complex introduction of e-commerce system in the area of product supplies for the state needs at the federal and RF-subject levels, standardized e-documents turnover and guaranteed information safety will be secured.

This phase also envisages launching of a single informational and TC infrastructure for the state-power and local self-government structures, state-financed and non-profit companies, e-commerce systems in the area of product supplies for the federal and state needs and for public-access nodes to the free-for-all information systems.

In result of launching an effective system of legal regulation, functioning of a single information and TC infrastructure, improvement of the system of state administration and training of personnel in ICT area, the prerequisites for structural transformation of economics will be formed.

3. System of program measures

The Program envisages the implementation of measures in nine basic orientations.

Improvement of legislation and the system of state regulation in ICT area.

This orientation measures are aimed at creation of legal prerequisites for ICT broad use in all public life areas, in economics, in interrelations of the state-power and local self-government structures with the citizens and organizations. 

The basic challenges attained within this orientation are launching of a legal base for solution of problems related to execution and distribution of documents in  the electronic-digital form, lowering of the administrative barriers and restrictions for Russian companies’ joining of ICT markets, securing of equal rights for receipt of information from all free-access IS, enhancement of control of feasibility of any enlargement of a list of requirements towards economic subjects on the part of  state and local executive power structures, application of cryptography means in the civil-legislation relations area.

The ICT legal regulation will be based on the following principles:

securing of information space unanimity in the Russian federation territory, liquidation of regional and departmental barriers for information dissemination;

securing of unrestricted integration of the Russian federation in the international information exchange systems;

securing of right of every citizen for free receipt of information from free-for-all information systems;

publicity and openness of regulating norms development process by means of attracting public circles and undertakers to such projects preparation and discussion;

publicity and openness in consideration of the requests for licences and certificates, public control over the reasons for their issue or a refusal for their issue;

creation of equal conditions and elimination of monopolism in ICT area;

creation of legal conditions for e-documents use in the state-administration and civil-legislation area;

legislative solution of problems pertaining to investigation-operations activity in computer networks;

simplification of export procedures of hi-tech ICT products;

complex approach to improvement of RF legislation in ICT area and bringing of it into correspondence with provisions of international conventions and legislation of EU member-states.

Securing of openness in the activity of state-power structures and of general access to the state information resources, creation of conditions for effective interrelations between the state-power structures and citizens on the basis of ICT use.

This orientation basic challenges are: expansion of the volume of information and list of information services provided to the citizens and economic subjects by the state-power and local self-government structures, launching of a public control over their activities mechanism.

These challenges implementation will be based on the following principles:

openness of the state-power structures activity and free access to the state information resources;

securing of immediate information inter-exchange between citizens and state-power structures, enhancement of the citizens’ confidence to the state;

openness of procedures related to running of tenders for placement of goods supply orders, execution of works and rendering of services for the federal state needs.

Use of ICT in the work of state-power structures will allow to expand the volume of open information on these structures activity and provide to the citizens an opportunity of its immediate receipt from IS, including on such important aspects as law-making activity, budget process, product purchases for the federal state needs, management of state property, tender-based distribution of vacancies.

Improvement of activities of state-power and local self-government structures on the basis of ICT use.

The basic challenge of this orientation measures is raising of effectiveness of work of state-power and local self-government structures by means of securing  compatibility of the standards of information storage and documents turnover, connection to computer networks of state-power and local self-government structures, state-financed institutions, implementation of branch informatization programs, creation of interdepartmental and local IS and databases. Use of ICT will allow to secure the rights of Russian citizens for free access to open information from IS and for use of other IS services.

Use of ICT in the activities of state-power and local self-government structures will be carried out on three basic  orientations:

development of the system of e-documents turnover, local IS, use of office-administration documents turnover standards;

preferential use of open and free-access algorithms and computer programs;

development of interdepartmental e-documents turnover systems ensuring the reduced periods of documents processing;

improving of quality of the adopted managerial solutions by means of proliferation of experience gained in social-economic area, consultations and qualification upgrades.

The implementation of works should be accompanied by a complex of organizational measures ensuring coordination of state-power activity in the informatization area, development and introduction of standards solutions, effective use of the budget funds allocated for the above purposes.

Improvement of interrelations of the state-power and local self-government structures, and introduction of ICT into the real sector of economics.

This orientation measures envisage a changeover into electronic-digital form of the bulk of documents turnover between the economic subjects, state power and local self-government structures.

For this challenge implementation it is necessary to:

secure coordination of actions of state-power and local self-government structures in the information exchange process;

secure compatibility of standards of the information exchange, documents turnover, principles of protection of information, use of electronic digital signature (EDS);

determine the succession of a changeover to e-documents turnover.

In promotion of ICT introduction to the real sector of economics the basic challenges are:

development of the technical-research products market;

securing of effective transfer of state-owned ICT to the public sector of economics;

development of TC infrastructure and launching of public access to open IS nodes;

reduction of self-costs of joining the ICT market by newly-formed economic subjects, stimulation of Russian producers coming out into the world ICT market;

stimulation of economic subjects to enhanced openness of their operations.

This orientation envisaged the implementation of challenges of ICT application in the state-sector institutions and companies, including in defense complex, a result of which should become development of e-commerce system.

An important role in this orientation implementation will be played by technoparks launched as the centers of innovation undertaking development in ICT area;

This orientation envisages the development and implementation of a complex of measures aimed at promotion of foreign-economic activity, including financing of the part of Russian undertakers’ expenses in Ict area in their coming out into the world markets, assistance in promotion of products of Russian enterprises and other companies in these markets, undertaking of measures popularizing the Russian federation as the supplier of ICT products and services, participation of the Russian Federation in international events and ICT development and standardization programs, assistance in running conferences, symposia, workshops and other social events on the topical development aspects of ICT area.

In development and implementation of measures for promotion of foreign-economic activity, the participation of undertakers, business circles and public organizations that are part of ICT area is envisaged.

Development of the system of training ICT personnel and qualified users.

This orientation measures are aimed at the improvement of the system of training specialists for work with modern ICT, its structural change, securing of modern material-technical fitting of the study process. These measures were developed with account of the Federal target-oriented program “Development of a single education-information space, 2001-05”

Broad development of ICT and their introduction into all areas of society life requires not only training of corresponding specialists in professional-education programs, but also training of qualified users.  For this, it is necessary to prognosticate the needs of community in such specialists for 10-15 years and promote this work organization at present.

This orientation basic challenges are:

launching at selected higher professional education establishments of a modern methodical and material-technical base for training and retraining of ICT specialists;

formation of the necessary personnel, methodic and material-technical base at elementary and secondary education establishments;

launching of a legal-normative base for education informatization and development of a remote learning system;

development of information and TC infrastructure at secondary and higher professional education establishments;

development of a system of acceptance to work and career promotion on a tender basis and with ICT use.

The development and implementation of the programs of retraining of personnel of the state and municipal structures, state-financed organizations, development of secondary and higher professional education establishments on the basis of ICT are currently underway. 

In result of the above measures implementation, professional education programs will be formed to be accompanied by launching of necessary for their implementation firmware instruments. 

Promotion of development of independent mass media by means of ICT introduction.

Promotion of development of independent mass media is planned to be achieved by means of:

training of mass-media workers for use of modern ICT means;

securing of public access to Russian and international open IS by the Internet means;

launching of e-versions of Russian mass media and archives in the Internet.

Use of ICT in mass media will be carried out on the basis of projects tender. In taking of decisions on allocation of the federal budget funds for such projects implementation, the professional level of creative teams, availability of the ICT-use feasibility project and the editorial taking part in the project financing will be taken into account. It is planned to run tenders at the federal and regional levels. This will be based on a close interaction with professional associations available in this area.

Development of TC infrastructure and launching of public access to open IS nodes

One of the principle problems, which needs to be solved in the Program implementation, is absence in some of Russia’s regions of the necessary TC infrastructure and high tariffs for connection to computer networks (including to the Internet). All this makes open IS inaccessible for low-income citizens and noticeably restricts their possible use by education and research, health-care and culture institutions, budget organizations, local mass media, state-power and local self-government structures.

The Program envisages the two-orientation measures for the attainment of these challenges:

promotion of development of general TC infrastructure in the country;

launching of connection-nodes to public-access IS;

Implementation of the first-orientation measures will be secured primarily by the lowering of administrative barriers and elimination of restrictions on the undertaker activity, and creation of favorable conditions for the inflow of foreign investments into ICT area.

It is planned to implement the second-orientation measures by means of financing (including quota-based) from the federal budget of development of connection nodes to the public-access IS of the state-power structures, state-financed and public organizations.

It is planned to finance at the expense of the federal budget connection to computer networks and the current expenses for their use by territorial structures, federal executive-power subdivisions and state institutions of the federal subjects. The quota-based financing envisages the implementation of projects for connection to computer networks and financing of the current expenses of the state institutions of RF subjects, municipal, education and research, health-care and culture institutions, local mass-media bodies, public-access to computer network nodes, and technoparks available and launched at the universities and research-and-production centers.  

The secured connection to open IS will be based on the maximum use of the available infrastructure of Russia’s TC networks, including public-communication network, departmental-communication networks and networks launched for education-system and research purposes.

Development and launching of e-commerce system

This orientation measures envisage launching of e-commerce system, including for product purchases for the federal and state needs. Such system will noticeably raise the effectiveness of use of funds of the federal budget and the budgets of RF subjects in the making of state purchases, and will form the prerequisites for a broad ICT use in the process of the state-power and economic subjects interaction.

The introduction of methods and technologies of e-commerce will require the specification and amendments to the existing legal-normative base to be based on account of the international norms and Russia’s international commitments in commerce area.

For this challenges implementation it is necessary to launch:

a single e-commerce information infrastructure including the all-Russia system of information-marketing centers;

e-commerce system for making of product purchases for the federal and state needs;

single database of products and services and its maintenance system.

Launching of e-commerce system for making of product purchases for the federal and state needs will allow to automate these processes in all state-power federal structures, noticeably cut down on the expenses of state customers for carrying out of tenders, reduce losses and abuses. This will be accompanied by launching of typical firmware complexes for the state customers, that will be required for e-commerce in making of product purchases for the federal and state needs.   It is expected that saving on the budget funds after the e-commerce system introduction will reach approximately 15%.

The system of information-marketing centers is launched for solution of the following tasks:

formation of a single information space integrating the data on supply and demand in all of goods and services nomenclature;

preparation of information-analytical materials on the various aspects of the state of supply and demand for goods and services in various regions and in the country at large;

formation of conditions for a noticeable boost of the number of economic subjects – permanent users of computer networks;

securing of information and functional interrelationship of all elements of e-commerce system.

Launching of the information-marketing centers will promote maintenance and actualization of the products and services single database developed within this orientation, which through computer networks will be accessible to all citizens, economic subjects and state-power structures.

Formation of public support for implementation of the Program measures

It is planned within this orientation to implement the following measures:

organization of practical research conferences on ICT development problems and their use in Russia’s economics and the social-economic area. Their results will serve the basis for the recommendations on introduction of the  international community decisions in ICT development area, define basic prospects and problems of ICT development in Russia;

implementation of the system of monitoring of ICT and information resources effective use in state-power structures and the state sector of economics, and of their technical fittings, which will allow to reveal and eliminate the deficiencies in due time; 

introduction of the system of tracing the fulfillment of legal-normative documents in ICT area, which will allow to reveal and eliminate their violations in due time, and promote demonopolization and lowering of administrative barriers in ICT area;

organization of discussion via the Internet of the standards required for ICT proliferation, analysis of various ICT standards proliferation and their application in the independent organizations activity, which will provide an opportunity to take optimal decisions in working out of ICT standards that would combine the international compatibility of firmware means with the national interests of the state, citizens and economic subjects;

securing of the program broad information accompaniment for attraction to it of public attention, support of its implementation by the state-power and local self-government structures, undertaker circles, research, culture and education establishments.

an electronic page will be launched in the Internet for highlighting of the program implementation events;

carrying out of monitoring and analysis of highlighting by the mass media of the events implemented in the program framework, regular publication of analytic reviews on the Program implementation reflecting in a generalized form the response of mass-media.

annual running of contests – “Best higher education establishment in ICT area”, “Best school in ICT area”, “Best state institution in ICT area” for stimulation of ICT introduction and development.

4. The Program resources

The total volume of financial resources required for the Program implementation is 77,179.1 million rubles (in 2002 prices), including the federal budget funds – 39,383 million rubles, budget funds of the RF subjects – 22,610.1 million rubles (supposedly), extra-budget sources – 15,186 million rubles.

The volume of financing of the Program first phase (2002) will be 2,604.4 million rubles, second phase (2003-2004) – 25,480.5 million rubles, third phase (2005-10) – 49,094.2 million rubles.

For implementation of the Program first phase 350 million rubles will be allocated from the federal budget, which accounts for 13.4% of the total planned volume of this phase financing.  It is supposed that 1,259.7 million rubles (or 48.4%) will be allocated from the RF subjects budgets, and from extra-budget sources – 994.8 million rubles (or 38.2%).

In the first phase of the Program, the investments will account for 50 million rubles (or 14.3%), the expenses for R&D works - 100 million rubles (or 28.6%), and for other needs - 200 million rubles (or 57.2%).

The results of implementation of the Program first phase will serve the basis for specification of the second phase measures and the volumes of extra-budget funds, funds of RF subjects and local budgets.

For implementation of the Program second phase 13,973.8 million rubles will be allocated from the federal budget, which accounts for 54.8% of the total planned volume of this phase financing.  It is planned that 7501.9 million rubles (or 29.4%) will be allocated from the RF subjects budgets, and from extra-budget sources -4004.8 million rubles (or 15.7%).

In the second phase of the Program, the investments will account for 7,987.6 million rubles (or 57.2%), the expenses for R&D works –1,327.6 million rubles (or 9.5%), and for other needs –4,658.6 million rubles (or 33.3%).

For implementation of the Program third phase 25,059.3 million rubles will be allocated from the federal budget, which accounts for 51% of the total planned volume of this phase financing.  It is planned that 13,848.5 million rubles (or 28.2%) will be allocated from the RF subjects budgets, and from extra-budget sources –10,186.4 million rubles (or 20.7%).

In the third phase of the Program, the investments will account for 13,380.3 million rubles (or 53.4%), the expenses for R&D works –1,765.5 million rubles (or 7%), and for other needs –9,913.45 million rubles (or 39.6%).

5. Mechanism of the Program implementation

The RF Ministry of communication and informatization (MCI) together with other state customers develops and submits to the RF Ministry of finance (MF) an aggregate budget request for financing of the Program measures from the federal budget funds for the next financial year.       

MCI together with other state customers of the Program and based on the account of financial funds allocated for the Program implementation from all sources and preliminary results of the Program measures implementation, concretizes  measures, intermediary terms of their implementation and their financing volumes.       

The program measures are implemented by means of making state contracts between the state customers and executors of the Program measures. The implementers of the program measures are defined in accordance with the Federal law “On tenders for placement of goods supply orders, execution of works and rendering of services for the federal state needs”. The program measures financing volumes include the expenses for tender procedures.

One of the principles of the program implementation is attraction of extra-budget financial funds for execution of measures of a possible commercial character. It is planned to attract for implementation of the Program measures the budget funds of the RF subjects and of the local budgets, funds of the IBRD, Russian and foreign investors, and of other interested organizations. The forms of their participation in the Program measures implementation are determined by contracts between them and the Program state customers. 

The federal budget funds for the Program measures implementation that are of interest to the regions, branches and departments will provided on conditions of quota financing of the target expenses.

6. Management and control of the Program implementation

The system of organization and control forms of the Program measures implementation is determined by the Program state customers pursuant to legislation of the Russian Federation. 

In order to control the Program implementation the RF MCI forms in the established order the Program Board.

The RF MCI together with other state customers of the Program develops in the established order and submits to RF MF and aggregate budget request for financing of the Program  measures at the expense of the federal budget for the next financial year, annually organizes preparation of a report on the course of the Program implementation and submits it before March 1 to RF MTED (on investments), RF Ministry of industry, science and technologies (MIST) (on R & D works) and to RF MF (on spending from the federal budget funds).

For the purpose of coordination of activity aimed at the Program implementation and coordination of aspects of financing of other federal, departmental and regional programs containing the assignments for ICT development and use in the Russian Federation, an Interdepartmental commission (IC) is formed that may include heads of  interested federal executive power structures and those of RF subjects. In the framework of this interdepartmental commission an expert council is being formed, including representatives of business circles, higher education establishments, Russian Academy of Sciences (RAS), other research and professional institutions, Trade-Industrial Chamber of the Russian Federation (TIC), interested federal executive power structures and those of RF subjects. 

The said IC executes monitoring and estimation of effectiveness of the Program implementation and of other programs in ICT area, interacts with the state customers and other interested federal executive power structures and those of RF subjects, and among other things considers the reports on the course of the program implementation, provides recommendations and in case of need submits the corresponding proposals to the RF Government.

7. Expected results of the Program implementation 

The Program implementation will affect all areas of social life. The upgrading of the legal-normative base in ICT area aimed at simplification of the order or licensing and certification procedures will promote the acceleration of development tempos in this area of economics.

The implementation of Program measures will lead to boosting the number of economic subjects and development of competition in ICT area. This will be accompanied by a noticeable increase of the stimuli for the accurate and full observation of all legal norms regulating the activities in ICT area and a cut-down on the share of the software “shadow market”, which will allow to boost this area profits and tax arrivals into the budget.   

The increased demand for ICT products brought about by their wide use in operations of the state-power and local self-government structures will secure in the period up to 2005 growth of the national production of goods and services in this area and exports growth of 15-20% annually.  It is planned that the volume of IS and software market will go up 2-3-fold by 2005 and 5-6-fold by 2010. The share of ICT in economics will enlarge several-fold and account by 2010 for no less than 2% of the total volume of Russian market. 

Fast development of ICT, their application in all social life areas will promote the formation of a more progressive structure of economics, launch principally new opportunities for the growth in production and exports of national hi-tech products.  

The Program measures implementation in the area of training of personnel and launching of a legal-normative base for foreign-economic activity in ICT area will allow to achieve a many-fold boost in the exports from Russia of information products and services, which with account of the world market situation will reach USD 2 billion by 2005. 

The envisaged by the program measures for modernization of the state administration and local self-government will secure a cardinal acceleration of the information exchange processes in economics and in society at large, including among the citizens and the state-power structures, raising of effectiveness of the state administration and local self-government, creation of principally new opportunities for monitoring of processes in economics and society, adoption of timely decisions for these processes regulation, and, in result, growth of the number of citizens and institutions using ICT in their interrelations with the state power and local self-government structures.

Use of modern ICT in the work of federal executive-power structures, those of the RF subjects and local-self-government will allow to reduce the expenses for administration and management, including due to a release of part of technical personnel of these structures.  The share of e-documents turnover in the total documents turnover in these structures is planned to reach up to 65% inside the departments and up to 40% in the interdepartmental documents turnover.

Launching of e-commerce system for making of the product purchases for the federal and state needs will allow to save up to 20-40% of the funds of corresponding budgets that are allocated for the preparation and carrying out of tenders and organization of purchases.

An important role will be played by integration of state and municipal IS into a single IS, which will allow to reduce the opportunities for financial machinations, violation of laws, tax-dodging, etc.

In result of the Program implementation, in fact a single order of collection, processing, accumulation, storage, search and distribution of information (information process) will be formed, which will noticeably boost the opportunities of coordination of actions of the power structures and will promote raising of the country’s security and defenses. 

The Program measures envisaged for accelerated distribution of the modern means of information transmission and introduction of e-documents turnover in the undertaking area will lead to a reduction of time involved in making of transactions, interaction with the state-power and local self-government structures and, in the final count, a reduction in selling costs and higher competitive ability of the national products.  

The program implementation will create all necessary conditions for bringing of Russia’s ICT standards in correspondence with the world system of standards, promote the expanded presence of Russia in the Internet, boost the number of orientations and scale of Russia’s participation in the international distribution of effort.  An indicator of the program effectiveness in this area will be the volumes of the Internet IS produced in Russia, their share in the general global resources and volumes of foreign-economic activity in ICT area.

Large importance will belong to the launching of a single information space in the country’s entire territory. Development of ICT will create prerequisites for overcoming of the economic lag of some of territories, secure for the citizens and organizations, independent of their place of living and location, an equal accessibility of all national and global open IS.

In result of a special geographical extension and organization centralization of Russia’s information resources, it is most important for many regions to have an opportunity of connection to remote IS for provision of necessary information to the citizens and economic subjects. Development of ICT will potentially allow all citizens receive medical, legal and other kinds of consultation services from highly qualified specialists, considerably increase the learning and raising of qualification options by means of a remote learning system, will become an important step towards development of democracy and actual provision of equal rights of all citizens in information area. An indicator of this kind of demands may serve a fast growth of the number of Internet-users and the volume of services received with its help.

The program measures implementation will secure an advanced growth of the number computer-network users and the volumes of transmitted information, as compared to the number of computers growth. As the forecasts have it, the number of Internet-users will go up more than 8-fold by 2005, compared to the year 2000. An important condition for the Internet proliferation are the tariffs for connection to and use of this network. It is expected that expansion of ICT-services market will allow to reduce these tariffs by 2005 by 40%, by 2010 by approximately 50%, and to reduce the month tariff for an unlimited time of connection to the Internet to three minimal wages.

Principally new opportunities for securing of openness and publicity in adopting decisions, raising of the level of confidence and interaction, reduction of time expenses for realization by Russian citizens of their constitutional rights and obligations will appear on the basis of development of modern methods of information interaction of the state-power and local self-government structures with the citizens and organizations.

A considerable place in the Program is devoted to the measures aimed at development of learning technologies with ICT use and training of ICT specialists, in result of which we will witness raising of the learning effectiveness, simplification of the citizens education procedure by means of wide use of information resources in the learning programs area. Apart from that, in result of the Program measures implementation in the learning area, the raise of the general level of the citizens’ literacy in modern methods of work with the information, development of the system of training of ICT specialists will be secured. The tempos of ICT proliferation envisaged in the Program will boost the need in this area specialists. By 2005, the annual demand in the secondary and higher professional education specialists will account for up to 100 thousand persons, and by the end of the Program term – for over 130 thousand persons. The Program envisages to secure by 2005 the annual training of no less than 25 thousand ICT specialists with a higher professional education, and no less than 60 thousand specialists in this area with a primary and secondary professional education. The further development of the personnel potential will be defined by the needs in the said specialists. With account of implementation of FTOP “Development of a single education-informational space, 2001-05”, it is planned to connect to IS (including the Internet) all higher education establishment by 2005, and all secondary special education establishments by 2010.

On the whole, the Program implementation will allow to noticeably raise the competitive strength of the country’s economics at the expense of cutting down on the expenses and improving the products and services quality, effectiveness of state administration and local self-government, secure growth of the citizens’ life quality, reduce lagging behind the developed world countries, allow to avoid the information and economic isolation from the world economics and the world community, secure development of the international integration processes.
