In 2003 funding of “Electronic Russia” (2002-2010) federal target-oriented program (FTOP) by the RF Ministry of Trade and Economic Development (RF MTED) amounted to 367.9 m roubles, which by 3.1 times exceeds the similar figure for 2002. It was declared on Tuesday by the head of department for corporate management and new economy with the RF MTED Tseren Tserenov.
In 2003 funding of “Electronic Russia” (2002-2010) federal target-oriented program (FTOP) by the RF Ministry of Trade and Economic Development (RF MTED) amounted to 367.9 m roubles, which by 3.1 times exceeds the similar figure for 2002. It was declared on Tuesday by the head of department for corporate management and new economy with the RF MTED Tseren Tserenov.
According to him, in 2003 this index accounted for 26 % of the total amount of the programme funding from the federal budget. Ts. Tserenov also said that in 2004 the funding of “Electronic Russia” FTOP from the federal budget will amount to 1.8 billion roubles, with the share of the RF Ministry of Trade and Economic Development in this expenditure on the “Electronic Russia” FTOP accounting for about 30 %. According to the representative of the RF MTED, last year the maximum amount of funds (35 %) for MTED projects was focused on creating integrated state information resources (OGIR), 21 % – on creating electronic administrative regulations, 15 % – on creating authoritative body portals, and 10 % – on creating electronic systems of state procurement. Financing of projects dealing with analysis and monitoring accounted for 6 %, with methodology– 8 %, and the share of expenditure on other directions was 5 %.
He also noted that on federal projects within “Electronic Russia” FTOP the budget of the RF Ministry of Trade and Economic Development spent 253 m roubles, on regional projects – 114.9 m roubles. In a parallel way, said Ts. Tserenov, regional cofinancing of projects carried out by the RF MTED in 2003, amounted to 74 m roubles, which is by 15 times higher than the similar index for 2002.
As stated earlier, during 2003 “Electronic Russia” FTOP was financed in the amount of 1601.4 m roubles. This figure was stated in the comprehensive report by the RF Ministry of Communications, prepared on the basis of analysis of the Ministry data. as well as other data obtained from a number of ministries and organizations, participating in the realization of the programme.
The report, submitted to the RF MTED, in particular, noted that in 2003 1400.64 m roubles were allocated on the needs of “Electronic Russia” FTOP out of the federal budget, including:

on capital investments – 531.3 m roubles,

on R&D – 120.43 m roubles,
-
on “other needs" – 748.91 m roubles
9.13 m roubles on the programme needs were received from non-budget sources, and 191.62 m roubles were allocated from the RF subjects budgets.
The document also notes that the amount of funds attracted from the budgets of the RF subjects for realization of different events within the FTOP framework in 2003 increased in comparison with by nearly 5 times – from 39.2 m roubles in 2002 to 191.62 m roubles in 2003. 20 RF subjects took part in realization of the FTOP projects. Main programme events and projects, planned for 2003, were realised practically in full amount.
The report also reflected principal objectives and purposes of “Electronic Russia” FTOP in 2003, and also contained proposals as to correction of the programme organization mechanisms aimed at increasing its efficiency. Thus, as FTOP priorities in 2003 were mentioned:

connection of budget organizations to computer networks;

organization of inter-ministry coordination structure;

development of collective Internet access points (CAP) in the regions;

building a unified state-protected ICT infrastructure;
-
development of system of ICT specialists training and retraining;
-
providing for openness in the activity of state authoritative bodies general availability of state information resources;
-
creating conditions for efficient interaction between state authoritative bodies and citizens on the basis of ICT employment.
Speaking at the enlarged session of the final Board meeting of the RF Ministry of Communications 2 March, acting RF Minister of communications and informatisation Leonid Reiman also mentioned a number of main tasks of the communication and informatisation development industry in 2004.
According to L.Reiman, they included:

high rate of new capacities introduction on local communication networks, improvement of topology and increase of trunk communication network;

improvement of corporate management of Svyazinvest Open JSC, interregional communication companies and Rostelecom Open JSC;
-
issues of improvement and updating communication systems and state administration needs;
-
issues of mail, mobile and space communication development.
He also stressed that "state policy priorities in the field of informatisation have often been raised in connection with “Electronic Russia” FTOP, and all of them are still relevant in 2004 . Meanwhile, according to L. Reiman, special emphasis should be laid on increasing productivity and efficiency of the activities. "The rate of informatisation sector growth is increasing, and we must create all the necessary conditions fostering such acceleration”, he noted.
